European banks are burdened by huge portfolios of Sovereign debt. US banks are still burdened by huge off balance sheet entries of worthless toxic derivatives and non-performing loan portfolios. EU banks can't use FASB 'mark to model' rules to value worthless bond holdings like their US counterparts. EU banks are forced by law to value il-liquid assets using a modified 'mark to market' formula, resulting in them being forced to take write-offs and write-downs immediately.
