Ohio District 90 Representative Margaret Anne Ruhl was asked the question: "Representative Ruhl, is there anything in Issue 2 that prevents HSUS from coming into the state next year and balloting a constitutional amendment?" The answer: "There is nothing."
This seems to contradict Ohio Farm Bureau's campaign in which they have been telling farmers that this issue will prevent HSUS from coming in putting in harmful restrictions on farmers. HSUS has stated publicly that a Yes or No vote on issue 2 will not stop them (see below)...

"We're certainly going to oppose it," Pacelle said. He declined to say how much money the Humane Society plans to spend. Whether Issue 2 passes or not, the society likely will return to Ohio next year with a ballot issue of its own, he said.

The big scare tactic being used by proponents of Ohio Issue 2 is that it will preempt HSUS and PETA from introducing ballot initiatives detrimental to Ohio farmers. This blatant admission by one of the bill's sponsors shoots down that claim quite succinctly.
