Hi
There is a very easy kit you can use called Arduino and there is a lot of help on arduino.cc. If you want to get into electronics this is a good start also teaches you to program the device to do what you want. With the circuit your showing it will use logic gate chips to turn off the led when there is power from the solar panel. You will also want a soldering iron, solder, prototype pcbs and a volt or multimeter for basic electronics. You can get all this from ebay! hope this helped.
