The 2008 models are rescricted but the 2003-2005 models aren't in the US. 2003-2005 Stock Zuma with just a pipe and tranny rescricter ring removal can go ovr 50-55 mph

That is good to hear. Just with my new dual pipes I gained 4mph. I've been pretty slow on installing the new carb, air filter and engine tho. :(

Some advice. Put on an Athena 70cc cylinder kit
Leo Vince ZX Chrome, comes with new weights for the CVT and new springs for the clutch
and 21mm Metrakit (DelOrto) carb, carbon fiber reeds. Do not change the Vario, just put the Leo Vince weights in it and the blue springs in the clutch. Will be good for around 65mph and will wheelie on acceleration unless you're really light with the throttle. I promiss you it's well worth the cost and will really fly. I tune these every day for a job.

Yeah, I've heard that the US model Scooters are quite restricted. I've been to Taiwan and Thailand and their 50s are a lot faster than my Zuma :(. Hopefully I'll be going to the Philippines next year.
