Mr. James O. McDonald, who served as an EPA enforcement officer and knows the history of the sewage issue, points out that it's been 36 long years.
Back before the Clean Water Act, the sewage dumpers said that the solution to pollution was dilution, just spread it over a wider wastefield. But that does not work, and it's past time to end this one big exception to the Clean Water Act's standards.
After 32 long years, it's past time for San Diego, the one last exception, to at least bring the sewage up to secondary standards.
