@HeroOfCanton99 shot him through the hip, according to the dialog. It was to make it harder for him to get out of the line of fire or be rescued.

@HeroOfCanton99 If you were to watch the scene the clip was taken from, you would see that Saito is applying a sniper tactic where you wound an enemy and then take advantage of the chaos to attack whoever is trying helping them.

@AMVLord I think its the thought of rather let the enemies have one wounded to save and take care of then "just" kill one enemy.

@AMVLord or maybe it was to imobalize the guy, if you think about it, where he shot him is around where your legs are connected to the body. To disable his leg then? The bullet came in at an angle from above the pelvis region, and downward through his butt. It probably would have shatter all the bone in his butt. Thus, cannot move...?
