You get magic armor by doing merchants oath side quest. It takes FOREVER to do btw. :)

@thenextganon No, he was stating that in his country, whenever the wind blew, it carried death, with gales and destruction and such. Burning winds punished his home, pain, illness, and everything. So when he said no matter when it came, the wind carried the same thing... death... he was saying that his country stood only in the path of deathly winds.
