@kurtcobainfan100 In the latest Expansion it's easy, all I had to do was fight Austria for the German minors and when I won I had every German city in my sphere. Then you just have to take every province with a German Empire core that isn't owned by you or your spheres, Denmark and France has these cores you need. After that your're ready to form TheGermanEmpire. You can also form the North German Federation if you own or have sphere'd the north German minors and have retaken your northern core.

@roguegoliath74 Well the way you typed your comment I'm guessing that you can only form the German Empire. That is a Democratic Germany and the only way to get it is through revolution. I don't know exactly how to become it but you can refer to the Paradox Forums. Hope that helped! :)

How did you become germany like that? I thought you need all the german empire core provinces to form the German Empire.

@jonah232 I don't use cheats, if you hold up a war for much time, the AI will ask for white peace.
Never accept their demands in a war, and try to hold up the more time possivel.
