I think they reason they typically allowed Hold Lurkers, though, is that it was correcting something that many saw as an oversight by Blizzard. I'm not sure whether Bliz ever gave any official word on it, but Lurkers were weird because they didn't, IIRC, have a Hold function like most other units. This was likely just because they have to be burrowed to attack anyway, and Bliz didn't foresee that players would want to have them hold fire for the right moment, as well.

The problem is that it's using meta-game functions to affect in-game outcomes. It'd be like if you were able to somehow wring an advantage out of tournament situation by adjusting your graphics options at the right time. Stop/hold lurkers have been considered borderline pretty much since the technique was discovered. They're almost always allowed, but many players disagree with that decision, because they're essentially relying on a glitch to achieve the hold status.

negative. allied mines is disqualification because allying ur opponent goes against the SC premise. stop lurks is a strategy while in-game
