For example with Headers alone, you will not gain the listed HP gain without also having the other mods that affect the flow of the engine, such as the muffler, pipes, intake, throttle body, and mass airflow sensor. Take one or more of these mods away and the gain is less than advertised.

You can complain to the performance parts manufacturers and their claims for HP gains with this engine. I didn't make anything up. Personally, I think I did not get advertised increases from some of the mods alone, but with all the mods installed - they work better together to get more HP than a single mod. Manufacturers typically give a maximum HP gain possible assuming the other mods have been done to the system.
