@JDHyatt1989 The theory is that they're people who died too early. The black winged haibane are the ones who committed suicide.

I think the haibane are dead humans who for some reason aren't ready to leave earth yet. Since most of them start of young and then grow up i'd bet thei're dead children. When they feel ready to leave the "day of flight" comes and they go to heaven. Just my theory, it's not explained anywhere.
