The argument is logically simple, as much as there is to disect. The disection of the issue isn't even necessary if the finger pointers saw the bigger picture.
Since rappers are so hole heartedly attacked, we need intellectuals like Michael Erick Dyson, or Hip-Hop alumni Master P to unequivocally defend the name of Hip-Hop as a "free-speech" artform. Overall, they are not explaining why Hip-Hop should change, but are planting the understanding that positive influence is heavily appreciated.
