"Only a very small number are serious"... So how do you propose we weed out the serious ones? And as far as I know all it takes is one extremist to make a bomb and blow it up on a bus, killing hundreds of people. 10 free extremists like that would result in more deaths than the amount released and acquitted in your figures... So yes, the establishment is worth it.
