Very - very olt TV sets Remote Control was based by frequency of IR beam not working witch codes.This was around 1970 year.
Maglite flashlight foe the energy economy may work not continuos but in pulsed light .
If any coincidency (interferency) between thus beams frecuency mai occure some spurious commands of TV is possible .
On modern ( actual) TV sets it is impssible to work.
Becouse the presence of floppy material as attenuator i think it is a fake article here on youtube.
