Funny you said that. I actually used a fake jail shot for a model. Quite handy I should say.

You can merge vertices with ALT M or make a face with 3 vertices (triangle) or 4 (Quad)

i think it took around six hours...don't remember if that counts the prep work (green lines on reference image and black 3d outline curves)...

just select both edges or all four points and press "f" for fill, and it adds a face.
there's also a remove doubles function which will truly merge two nearby points into one...it's in the buttons window...
