Now, the reason why picking hard is good practice is very physiological: it's important that your nerves and muscle memory get trained to know the distance between the strings and the density of the strings. Knowing these two things well is a huge tool for playing faster and cleaner.

oh really? pick the string like, with force?
from what ive heard about alt picking, they say pick lightly and very close to the string without moving away from it too much,
how does picking the string hard help excatly?

Oh the straight chromatic run. Alright, here's the deal friend... You have to pick hard. Start at a speed you can do it without flaws (making mistakes is OK so don't worry if you do just re-start) and make sure that you pick every note HARD. Trust me on this. Then just work up the speed, picking hard every time. Good luck!

Yeaa, its like, just takes forever to get to the speed you can play at 3:16, i STILL cant. is there anything specific i should be focusing on?
and some days, its like i cant play fast at all =/
