Aides played down reports of concerns among senior Tories over the effect of restrictions on businesses, insisting the policy was not being watered down.
Education Secretary Michael Gove and Universities minister David Willetts were both said to have expressed doubts in Cabinet discussions this week.
The Liberal Democrats opposed a cap during the General Election campaign, but signed up to the Tory idea as part of the coalition deal.
Ms May is understood to have decided interim limits were necessary after studying how immigration numbers "spiked" when Labour gave advance warning about restrictions.
@rocktheworld62 You have no right to settle in the UK after your studies. We are restricting immigration. EU students have a right to stay because they are European. Indians are not.

y is the govt punishing all non eu students for this???i mean i agree there r many students studyin in bogus univs but then they should be the ones kept out. this new rules a pain in the ass for evry genuine student too?? and thats not fair. we spend more money on r education as compared to EU students. Even some of the genuine universities depends on the money non EU students bring in, this is crap.UK will suffer for this.

The jobs aren't offered to UK workers as was the case in the UK food packing factory that only employed Polish speakers. UK workers aren't as easy for unscrupulous employers to bully into working for sub minimum wage levels.
