They do this to make people from Squadron13 and others like them feel unwelcomed and intimidated. It's like saying, "Okay, you can be in this march but we'll be on your butts the entire time." Nice hah? Exercise your Constitutional rights and get bullied by the authorities...and in my opinion this was subtle bullying and harassment.
