Unfortunately some governments don't want an educated population since it would present a threat to many power bases. Ignorance is a curse on society that is well used by many government and political entities to establish and maintain control on the masses. They might start thinking for themselves and that would represent an eventual danger to the status quo. It's not a near perfect world but this, I think, is a major hurdle to be challenged among others. Sad reality of life even in 2010.
