There are no kits for these. Its a matter of collecting the needed parts. Right now, sadly, it seems that these parts(pneumatic) may be out of stock and it may be longtime if at all we see them again. Not that they can not be found just at the prices people want it is a bit over the top. LegoEducation used to have them for 5$ each, now you are lucky to find them at Bricklink for under 15$ each.

They show back ordered, these type of parts are HIGHly sought after. I have ordered parts that were BO and they just keep your order until they get stock.

where does the tube on the top lead

The black tube is the air suppy running from the garage about 60feet away. The best place to get pneumatic parts now is from LegoEducation at this site put the word "parts" and you see alot of parts that are very hard to find. Also BrickLink But for pneumatics i would go with Lego Education since the parts are know to be NEW, used pneumatics can be iffy depending on use.
