In katakana, it's spelled with an 'R' because they don't have 'L' equivalents in their writing.
When romanized, the author himself writes it with an 'L', because that's what he intended the name to be.

However, the author of the manga, Eiichiro Oda, is the one that spells it as Luffy. You're questioning the person who freaking created the character?

You are right, thats no question.
But I only say that's not the autors mistake but maybe the mistake of the German translators...

@JD22494 That would be correct if One Piece was German. But it's japanese. The original author himself romanizes it as Luffy. "ruffy" is just a poor adaptation that relies on the kana used alone.
It's not "correct" just because someone made a poor adaptation of a name that has a western romanization.
It's Luffy, bro :)
