On March 11, 2009 the Illinois Policy Institute joined House Republican Leader Tom Cross and other Republican leaders in Springfield to introduce an Economic Reform Agenda for Illinois. Joining Institute CEO John Tillman and Leader Cross were Reps. Michael Connelly, David Rice and Darlene Senger.

Illinois desperately needs economic reform. We have a $9 billion budget hole, families are fleeing the state, and our job and income growth has stagnated. Meanwhile, spending is skyrocketing — up approximately 45% since 1998. In the same time period, population has grown only 4%.

The Economic Reform Agenda consists of four common-sense proposals:

* Requiring a 3/5 supermajority vote for any tax or fee increases;

* The Sunshine Act, which creates an independent commission to review state spending programs and recommend cuts;

* Pay-As-You-Go spending reform, which requires any spending increase for a new program to be offset by a decrease elsewhere;

* The Stimulus Watch Act, which requires the General Assembly to approve all spending of federal stimulus funds—and requires that all programs launched with stimulus funding must sunset when the funds are no longer available.
