Minorities are in jail because they congregate to inner cities where education opportunities are poorer meaning more kids grow up to be less productive members of society. They go to jail and their poor kids have no choice but to continue the cycle. You can't just say "oh there are more minorities in jail, there must be racist courts." That's correlation without causation.
