If anyone has ever heard the small EP album version of this and other Country Joe songs, it's way better than the later Vanguard recording. Unfortunately, somebody ripped off my copy.

dude if you wanna be traditional and true to the song, take some good ol' LSD-25. That's what the title of the song is referring to, in a sense: Ronald Reagan, who at the time was gov of Cali, placed a ban on LSD in (i believe) 1965 under Section 43 of the Cali Penal Code. Hence the name and the song satire that whole ordeal...since it is, in my opinion one of the trippiest songs evar.
