If you use a 74HC595 shift register, you can shift out an 8 bit binary number between 0 and 255, and display it on LEDs. If you use arduino, you can use an example from the arduino site. Google "controlling LEDs with shiftOut" and look at the first arduino related link. Use the hello world example to do it. :-)
