Look under all packages or It's under Dlubbat's Apps.

4. Tap add

6. Tap OK

7. Tap install

8. Tap "Ipod Touched "

9. Go down to "M" and get Modded Customize and modded customize fix.

Re-Check and see if your Cydia is working Properly, I had the same problem. but i deleted a few bugged sources, that should do it.
