Sure looks to me like the guy says something like "I'm a pussy". Not sure about the "I'm" part but the end definately looks like "pussy"

And the guy's scooter is a "SYM Symba 110", not a Honda. The little old lady appears to be riding a slightly-modified "Days Strider ST5 Mobility Scooter."
