You need to eithor know C# or somone who can program for you. My team and I are using Torque X 2D engine/builder and that makes things easier, but you still need to know C#. It's not like a construction kit or anything. It takes a lot of time to do somthing as complicated as a side scroller or the like. However, with XNA and C# you can fallow the online tutorials at XNA Community's website and come out of Pong or Missle command fairly easily and that would help cut your teeth on C#.
