To do this yourself (quoting a huge nerd):

Short explanation, with sourcemod "sm_cvar tf_scout_stunball_ball_regen_rate 0" and "sm_cvar tf_scout_air_dash_count 999".

Long explanation:
These are the configs I was running, SourceMod is required because even though the cvars are built into the game, they're locked so you can't modify them normally.

Too many balls will lag a server, keep in mind.

This first config is "if you get hit with the ball you take 1 damage and are stunned for 8 seconds".
