It's a common problem with a lot of the DVD releases - the original master tapes were in poor condition and they often edited around breaks in sound or picture. There are several detailed pages up around the net listing many of the instances (not that I have no life and contribute to such things... ahem). Gotta say though, in a lot of the cases I think the "repairs" to the broken patches are over zealous.

IVE GOT IT. I THINK I NOW WHY THEY CUT THIS PART.
IF YOU WATCH FROM 0:21 - 0:29 The Camera Quality Is Poor And It Seems To Slightly Jump Quality From Good To Bad To Good Again. I Think They Cut THe Line "I Can Tell You This Much" Because It Wouldnt Make Sense From When Sandy Mentioned Meeting A Celebrity :)

Who knows.....it's a total mystery. Speaking of Edna Pearson, it's a mystery also why those episodes still "had to be" cut today, nearly a quarter of a century after that issue took place, with no written evidence of that case being current, only the clippings showing the 1984 newspaper articles I published on my website.
