@ghmj2607 You're thinking of the US version of the (originally) British improv "game" show "Whose Line is it Anyway?", which is hosted by Drew. It was on ABC, as I recall. (Ryan Stiles — who introduces Kip here — also appeared on the British version frequently. Your "another black guy" would be Wayne Brady, who went on to host the resurrected "Let's Make A Deal".)

Everything about this performance is letter perfect and worthy of study by any true comedy fan. Any student of the form unable to recognize and aspire to Mr. Addotta's Sinatra-like relaxed, yet exacting word choice and phrasing, would do well to spare themselves the challenging life of a comic and save the rest of us the challenge of watching.
