@Squidaga It's actually an exploit in how VATS mode works. The game will teleport the character to the enemy if you use a melee weapon in VATS, which basically cancels out the falling.

I just shot him with the Tesla cannon. He fell over as normal, then spazzed out.

I believe it was a nicovideo of someone hacking Goldeneye 64 and making the characters spaz out, whilst putting that music to it. People thought it was funny so they made their own versions.
