I see a couple problems that could crop up:

1)Is the food processing/restaurant output of waste oil enough to significantly meet the national demand for diesel?

2)When demand goes up, it wont be long before the industries that produce waste oils realize they can sell the stuff for a profit. There goes your "free" base resource!
