Its a mimicry of the Roman orator Cato, who finished every speech, regardless of the subject, with the phase "Carthago delenda est", "Carthage must be destroyed". Carthage was, of course, a difficult enemy to the Roman republic.
Hannan says "Pactio Olisipiensis censenda est" essentially meaning "There must be a referendum on the Lisbon treaty".

The Lisbon Treaty is in violation of the United Nations International Covenant on Civil and Political Rights :
Article 1 : All peoples have the right to self-determination. By virtue of that right they freely determine their political status and freely pursue their economic and cultural development.
The European Arrest Warrant also violates the same Covernant ( Article 9).
Restore justice & democracy before both are gone for ever !
