The intent is a greeting or beckoning gesture, which gradually evolved from something a cat could feasibly do (which would look a lot more Nazi-ish) to the high-hand gesture seen today. The japanese equivalent is on WP as Maneki Neko. The most common connotation is financial good luck, so you see them around low-rent casinos / lottery ticket sales / etc.
