when all the garbage spills out from the truck into the streets of avalon, the happy little ice cream truck trying to get by was for some reason, more or less, a cherry on top

well in order for all that too come out the buckles must have been undone on the hopper for all that too come out

In my experiences... this only happens when a new guy or trainee decides to run the packer in reverse order and rather than packing the load, it shoves it out of the hopper onto the street.
