@lipsmackerlovertv michaels craft store has it in the cake decorating section. Its not very expensive.

if you want to make sugar skulls that are edible, you could mix in a but of vinegar, it helps making them a bit more restistant to water without ruinng the taste

@lipsmackerlovertv You do need meringue powder. The powder helps with the drying process. It makes the skull stiff and last longer. You may want to check your local craft store, if you can't find it there, you can check online.

@mikyztly Start with 10 and see what the consistency feels like. You don't want the sugar wet, just slightly moist-so it feels like sand.

@GakkiSai The main purpose of the sugar skull is for decoration. Although they are made of edible materials (sugar, meringue powder), would you really want to eat almost a pound of sugar? They are more art and less food. If you would like to make skulls that are edible, I suggest getting the smaller molds and making them out of chocolate.
