Did you really try to compare Scotty Anderson to Chet? Not even REMOTELY close, Chet started the damn style as we know it, and he perfected it. Scotty is a great player, and his phrasing is normally great, but not when he showboats; Chet wasn't like that.
OK, so this makes me want to quit playing. But the most amazing thing is that Scotty is playing a Telecaster (Keith Richards, Bruce Springsteen, etc.). It's not supposed to sound like that. And how does he tuck away that flat pick when he is in finger picking mode? To sum up, you've just witnessed a true miracle.
Scotty is amazing, but to answer your questions...
1) It doesn't sound like KR or BS's Teles because it has a humbucker in the neck (and a dark one at that) and he's using all neck pickup... if he were using the bridge pickup it would presumably have a lot more twang to it.
And 2) He isn't hiding a flatpick, he's wearing a thumbpick and just holds his index finger against it as one would a flatpick when he's playing fast single-note runs.
