no, this is Monster of Rock in august 91. The video of the whole concert begins by these sentence : "In august 1991 in the U.S.S.R., the young challenged the old. Those who questioned authority triumphed. ... For those about to rock."
There were Pantera, E.S.T. (local band), The Black Crowes, Metallica and A.C.D.C.
