It might have changed. The way it used to be was everyone was full dress, except the NCOIC or OIC that presents the flag to the NOK. It was concidered more personal not to have the gloves on during the final presentation. There is a little more on if if someone could find an old drill manual. Then again it could have changed. We all know traditions and procedures change.
great job. i learn a lot about the service.

I was with the 101st in Vietnam. My dead Marine friend got the CMH on Iwo Jima. He died in 2000 and I hope that they will plant me near my friend.

This is just great! I'm so glad that the other services are training their post-level honor guard units! The USAF started it in the early/mid 90s.
Great job, Army! Hooah!

very good except that the NCOIC or if it was an OIC, should not be wearing gloves when presenting the Flag to the next of Kin
