In"Bonus Game", press "Start" 2 times, "Director", press "Start" 2 times,go in the option "Practice" & press "Start". for finish go to "Arcade" and press "Start" 5 times.
You got 4 new fighters
(The same process but with select in american version)

your problem is:
the game you are using is not the same version that emulation cheater. ej:
FF8 version PAL (in the emulation cheater its version US and thats is the problem) goodLuck :D
