The paradox: Assyrian civilization is not based on slavery.
Deportation of peoples is not slavery.
The enemies are killed or become Assyrians.
Tablets about selling and buying ARDA (slave or servant) are misunderstood. Hammurabi laws about slavery probably are canceled by Kassite and Assyrian kings later. Selling a soccer player in 21th century doesn't mean slavery in our time.

    1. Hammurabi is king of Babylon, Tiglath Pileser is a king of Assyria.

    2. Hammurabi is 6 centuries before Tiglath Pileser.

    It is not necessarily to be the same law in the two empires. Just as slavery and laws in the time of American Civil War .
