Districts do not have the money because families are over taxed in other areas(income tax, sales tax, etc) and do not vote for more property taxes.
Most of the 10 billion will go to schools where there is heavy illegal alien children or inter city where 65 % of the Black children drop out by 16 years. More money will not solve the problem when moral decay in part of the majority family values.
