The TV licence is paid so that you can install or use TV receiving equipment, including computers. Owning one required for all TV broadcasts, So watching a 4oD repeat on youtube requires a licence.
To stop the letters, just write to them and say you don't need one because you don't have a TV and don't watch online etc.
The licence fee is not payment for the BBC services. It's a tax. No-one likes tax but people don't say no to things like having the NHS.
