I am curious. Why is the wellhead (I hope I am saying that right) the only part fenced off. I would figure that the counter weights would be much more of a hazard.

That fence is to protect the wellhead from being hit by a vehicle. The entire location is fenced in to prevent people and cattle from getting in.
