Prison-based Gerrymandering is a way to bulk up an election district with prisoners who cannot vote. It increased political power for those living near a prison, while diluting it everywhere else- especially from where the prisoners come from.

Maryland, Delaware, and New York eliminated this practice. What is your state doing about it? Check the state-by-state page on www.prisonersofthecensus.org.

  • Neither Democrats nor Republicans have cornered the market on this issue- whether the absent minded "creation" of it, the benefitting of it, nor the solution to it. Its only been the past 10 years anybody even knew what was going on.

  • The only party in Maryland to really benefit is the state Democratic Party. The reasons it does benefits the Democratic party of Maryland is the fact they can kill so many jobs and criminalised good that system mixed does in fact increase Prison populations.

  • Go and thank the mistake from the 1960's where the US Supreme Court said states have to count state senate and state House Districts every 10 years like Federal Districts.

  • I honestly believe Prisoners should not be counted at all. Why because Prisoners have virtually no rights except what is given to them by the state. The whole problem with counting prisoners in any way is the fact its not fair to the law abiding voters. See in Maryland counting prisoners does not benefit anyone at the end. My information tells me that once redistricting for Congress happens only 1 member will have its residence redistricting by 5 miles.
