I think the Mayor loved her. I truly do. But some men... have problems expressing their love. When she tries to leave, you can see him crying. He cares, but he can only show it through being controlling and possessive, because he truly believes he knows what's best for the woman he loves. Though he should have known you can't take a wild spirit and chain her to the house.
