my vacuum cord will not come out of the outlet. like its locked in. tried tripping the breaker in the panel and on the outlet itself. nothing is working.

i need some assistance, u see i have this turn table that has a wire my EX-dog bit through and its a rare peice of equipment that cant be replaced so i was wondering if you could post a tutorial on how to rewire a plug to a wire if u need to see the damage just pm me and ill post a video of it, please and thank you
