No, this game was developed by Radiance. They also made the Great Waldo Search and Rollerblade Racer for the NES. Two of the worst games on the NES.

You can't really complain about a game that was never released. It's capcom so it had to be good if it had gotten finished.

You realize the game you are playing has never been officialy released, though Nintendo Power did give it a 10/10.
Also the rom is of an unfinished version.
