these are 4 of the 7 forbidden characters lost in the game programs

Shadow, Goku, Vegeta, Krystal, Mewtwo, Blaziken, Pichu, Big Boss, Roy, Knuckles, Silver And Tails.
Plus If Nintendo Did Make DLC, Then They Should Make TLC.
And If You do download any characters then, a new box will appear in brawl that Says "DLC", put your player counter on it then toggle thorugh it and you'll see the characters you downloaded.

Well I think that if they did something like this that they should have character packs, for different games, (Example, Pokemon Characters pack 1, includes Plusle, Minun, Pichu, Mewtwo, and Pokemon Trainer Gold, Pokemon Trainer gold contains Totodile, Bayleaf, and Typhlosion.) Sorta thing, I am going to make up some list and send it to NIntendo for ideas and maybe they will make this real.
